Spring heeled Jack/phantom rooftop phantoms phenomena

Spring Heeled Jack first appeared in the early 1800's, and you would be forgiven for thing that it was just an urban myth, but since his first appeareance, there have been several bouts of 'Spring heeled jacks' or 'rooftop phantoms'.
Straight out of the penny dreadfuls so beloved of the Victorians is the story of Jack, long before the Ripper, who terrorised Barnes, an area now in the southwest of London in 1838.
There were stories of a spring heeled man with glowing red eyes attacking women and jumping over tall walls and buildings.

Reports were not limited to Britain, every 50 or so years, a new 'spring heeled' is reported as far as Argentine, and Baltimore Maryland.

He seems to terrorise a town for a few months and then disappeared into the mists without a trace.
